Issued on: December 18, 2018

On December 20, 2017, by Executive Order 13818, the President declared a national emergency with respect to serious human rights abuse and corruption around the world and, pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.), took related steps to deal with the unusual and extraordinary threat to the national security, foreign policy, and economy of the United States.

The prevalence and severity of human rights abuse and corruption that have their source, in whole or in substantial part, outside the United States, continue to pose an unusual and extraordinary threat to the national security, foreign policy, and economy of the United States. For this reason, the national emergency declared on December 20, 2017, must continue in effect beyond December 20, 2018. Therefore, in accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency declared in Executive Order 13818 with respect to serious human rights abuse and corruption.


This notice shall be published in the Federal Register and transmitted to the Congress.

China and Russia are working together to create something similar to the officially-released purpose of the American High Frequency Active Auroral Research Program (HAARP). Five experiments launched in June with the purpose of modifying the ionosphere above the Earth for both communication and military purposes. They were able to modify a zone more than 310 mile above a small Russian town in Eastern Europe called Vasilsursk, according to Chinese media. During the modification, the small town experienced an electric spike, which carried 10 times more negatively-charged subatomic particles than other regions.

A second experiment heated that portion of the atmosphere – a portion roughly half the size of Great Britain – more than 200 degrees Fahrenheit, due to particle flux. Those particles were shot into the ionosphere from a Soviet-Era atmospheric heating station in the small town called Sura. It was also utilized during the Cold War. This was done by an array of high-power antennae designed to spike the higher levels of the atmosphere with a large amount of microwave radiation. According to the Chinese report, the peak power of these waves was 260 megawatts, which is enough juice to light a small city.

Update 3: It now appears that a deal won’t get done after all because as Bloomberg reports, the House has just left for the night and a GOP aide says that the House won’t return before midnight.

There is still some hope because as Bloomberg adds, negotiations are still ongoing between the White House and congressional leaders on the government funding bill, though the key issue still remains how much funding for border security, and whether it would be allowed to be used to construct President Trump’s border wall.

That said, the floated $1.6BN proposal appears to have been turned down by Mark Meadows:

The departure of specific government officials (Rogers, Sessions, Kelly, Mattis) means they've played their roles and accomplished their missions.

Therefore, significant progress (that is not yet visible to the public eye) for the restoration of the Republic has been made.

The BRICS are continuing their efforts to bring all nations to a consensus in to accepting the new quantum financial system. (QFS)

Otherwise, the Alliance will crash the stock market without notice and proceed with the transition in full force. (no matter what)

The RV is expected to begin sometime around these events.
